Peter and words

Peter is reading the newspaper when he suddenly starts feeling dizzy this causes the words to appear in an abnormal way. Can you check if the letters in the words he is reading are rotated or not. His dizziness causes the words to be rotated around one of the characters. Check if both the strings inputted are rotated if so print “Peter needs rest.” otherwise print the message “Is Peter fine?”
